During the colonial period in Korea, all documents were written according to the Japanese characters, format, and system. Regulation is a graphic work based on the first created document regulations in Korea, established after the country gained independence. In 1961, the Korean government enacted the Government Document Regulation (Decree No. 137, September 13, 1961) to establish Korea's own document system, free from the Japanese colonial governance and U.S. military administration. The artwork separates the 14 different public document regulations into individual categories, adds color, and is then reproduced through risograph printing as a graphic work. These regulations include various types of documents such as the public document transmission register, public document receipt register, telegrams, cooperative letters, and others.
